Goals:
- To monitor legislative production and enforcement of the law in relation to the Basic Law of the SARM and other legal documents passed down from the Portuguese administration.
- To observe Macao's political and institutional development and measure the Beijing Central Government's influence on local policy and its repercussions on the Portuguese-matrix institutions (local authorities, trade unions, associations, foundations).
- To assess the effects of the transition on society in the SARM, particularly its citizens' freedoms, rights and guarantees.
- To analyse the SARM's foreign relations and its role in international forums, vis-à-vis Chapter VII of its Basic Law and the PRC's gradual commitment and its role in the international community.
